Online Business Licensing and Permit Portal

We are a licensing authority that still processes business licences and permits almost entirely on paper. Applicants fill in forms by hand, attach document copies and pay the fee at a separate window; a folder then travels between departments for weeks and nobody can say where a case actually is. We need a single online system that lets a business submit an application end to end: choose the licence or permit type, complete a smart form that asks only what that type requires, upload the supporting documents and pay the fee in the same session.

Behind the form we need a review and approval workflow that mirrors our departments. An application should be routed automatically to the responsible units, let reviewers request corrections, record every decision with officer and date, and advance only when the previous stage is signed off. Where required it must schedule and track inspections, then let an authorised officer issue the licence as a verifiable document; renewals should reuse the existing record. Applicants need a status portal showing the current stage, what is missing and when the licence expires, with renewal reminders.
