Widget to compare housing management company tariffs by apartment area

We run a regional real estate portal and want to add an interactive widget that helps residents estimate and compare monthly maintenance charges from housing management companies in their district. A visitor enters the apartment area, picks the building type and floor, and selects which services matter — cleaning of common areas, elevator upkeep, garbage removal, security, landscaping. Behind that form we need a calculation engine that pulls tariff data for each company and produces a side-by-side comparison of the expected monthly bill.

The tricky part is that tariffs are rarely a flat rate per square meter. Some companies bundle services into one package, some charge separately for elevator or security depending on floor count, and some apply different rates for older versus renovated buildings. The logic needs to account for this without turning the form into a twenty-field questionnaire — a visitor should get a usable estimate in a couple of clicks.

We already have a rough dataset of tariffs for the companies we plan to launch with, plus a description of how each one prices its services. We need the interactive front end (mobile-friendly), the calculation logic behind it, and a simple admin panel for editors to update tariffs and add companies without touching code.
