You need to write a program

Programmer services are required to write a program. A program is needed to conduct and process the data of the experiment. I know there are programs like this, but I don’t have time to look for them.
1. There are 17 words (in this case 17, but there may be another number). You need to generate random lists of 14 words (some of the 17 data). You need to create such a number of lists that each word appears in the lists in the same number of times.
If I did the right thing, I would have to have 238 different combinations.
2. For every word, you need to give a person the opportunity to drive 5 of their reactions.
3. The program must then be able to randomly select responses to certain stimuli according to specified parameters. For example, I want to see what reactions were given to a word. And of all the reactions I want to choose only those that were given in the first, second or third place (and not in the fourth or fifth). And from these first three (for all subjects) I want to choose a given random number.
