Write a script in PHP

It is necessary to write a script in PHP to solve the following tasks:
- collection of statistics from VKontakte groups;
- processing of statistics of groups according to given formulas;
- publication of records between groups based on statistics.
Records will need to be taken only from the specified groups, from the same ones where we will look and process statistics. The script should be fully automated and with a convenient admin.
