It is necessary to screw the following feature on the site - I, as an administrator, should be able to send SMS messages to any SMS number (preferably as cheap as possible so that the cost was penny) and depending on the text in the SMS on the site, various actions were performed.
As an option, you can screw this case not through SMS, but through a telegram, Skype or other messenger, the main thing is that I can send a command and the site performed a certain action on it. The list of actions for the first time is not large, literally 8 functions, but gradually you will need to refine.
The script should be written in PHP, offered on PERL, but I do not know anything about it at all, so only in PHP you will need to write a script.
