Analyzing a competitor’s advertising campaign and creating a similar one

We are interested in creating a new advertising campaign with the effectiveness of a competitor known to us. Their advertising campaigns are not so well practiced regional impressions (subjective feelings). The competition is everywhere you go. Our ads are shown there, but very rarely. Increasing the maximum rate does not give a tangible effect. It seems that it is not trivial in the cost of a click, in something else.
