Write a program to work with the map

Programmer services are required. You need to write a program to work with the map.
The algorithm of the work is as follows:
- We're loading the map.
- choose the direction of flight of aircraft
Choose the object (city, point) where they fly
- note the command post of the radar on the map
Depending on the direction of flight and the location of the object, the program gives 7 possible positions of the radar, which monitors the aircraft (select the 7 highest points on the map in a certain area)
- for these 7 points, 2 zones are calculated, zones in a circular one every 5 degrees (according to formulas)
- further calculated certain coefficients as formulas
After all the calculations, the program offers a table in which the coefficients, distance from the object, command post, for each of the 7 points are recorded.
- also graphically on the map should be shown when selecting each point 2 zones calculated earlier
