I'll send you an Excel file on request.
There is a file POLL_RESULTS - data on respondents, 16 thousand lines there is the answer of each respondent (Norespondent 1st column, numbers are different, there are several zero) then the question code (2nd) and the answer code (3rd). For each respondent plus minus 55 lines. And so on, all in length. (i.e., Answers of zero-0 end in line 56, followed by answers of 196481 and beyond.
The answer and question codes are called POLL_ANSWERS.
The data must be provided in order to be accepted by SpSS, i.e.

We need to turn the data around. So that the line was the ID of the respondent, and in columns (question numbers or category of questions) - the answers of these respondents.
I'm enclosing a sample. (Only in the sample the question 6 and 17 in from another unloading was with an evaluation scale, this task is not, just the presence-absence of an answer to the question)
