…Not only 7 regions of Russia have recreational potential sufficient to create SEZs on their territory. Almost every region of the Russian Federation considers tourism a priority area of development, yet far from every one has the appropriate base, staffing, and financial resources to realize its plans. The state has already faced the need to freeze most of the zones until better times. To avoid this in the future, it is necessary to assess the depth of demand for future zones and clearly define their localization—that is, in our view, zones should be created either on a solid foundation in the form of an already established resort or in regions that are genuinely capable of creating such a zone from scratch and that possess the necessary attractive potential. For example, the Republic of Sakha (Yakutia) seems promising in this respect, famed for its nature preserved in almost pristine form, its rich history, and its proximity to tourist-source regions—the Asia-Pacific countries—meeting modern tourism realities. Thus, the trend toward an increasing share of long-distance trips and the territorial remoteness of the republic from densely populated centers, the growing interest in the Asian region, and the rising interest in Russia as a whole allow us to speak of a favorable combination of trends and opportunities, of the soundness of the intention to develop tourism in Yakutia.
No less promising a region for creating a special tourist zone is Karelia, which is currently pursuing a very active tourism policy. The Republic of Karelia offers wonderful opportunities for developing various types of tourism, hunting and fishing, holidays in cottages and at tourist bases, treatment in sanatoriums in summer and winter, active recreation, rafting and kayaking, and satisfying the interests of travel enthusiasts and connoisseurs of beauty.
