Write a photo filter program

Programmer services are required. It takes writing a program. You need an open source photo filter program (i.e. both a work program and source code).
Photo filters are needed by the principle of the Vinci application, and first of all the Transverse filter. The rest as needed.
It is necessary that the program can process photos in batches and in no case should the program depend on Vinci!
It should be a standalone program that can be used even offline!
